BRIDGING THE DIGITAL DIVIDE

The Communications Authority (CA) launched the Universal Service Fund (USF) Strategy 2023–2027, aimed at expanding digital inclusion, improving connectivity in underserved areas, and promoting equitable access to ICT services across Kenya.

The Communications Authority of Kenya (CA) launched the Universal Service Fund (USF) Strategy 2023–2027 on 20th May 2025 where the strategy marks a significant milestone in CA’s efforts to bridge the digital divide and extend ICT services to underserved and marginalized areas across the country. 
Through enhanced infrastructure development and equitable access initiatives, the USF Strategy is poised to empower communities and accelerate Kenya’s digital transformation.
The launch underscores CA’s unwavering commitment to building a connected, inclusive, and digitally empowered nation.
According to Mr. David Mugonyi, EBS at CA, Computer usage nationally per household stands at 10% and internet usage at 23% which according to him these numbers need to change.
In addition, Mary Wambui CBS reiterated that through the National ICT Master Plan, Kenya is on an ambitious journey to the next frontier of digital connectivity - powering schools, hospitals, government offices and businesses with high speed internet for seamless service delivery and quality life.
However, The Kenya Information and Communications (Amendment) Act, 2009 provides for the establishment of the Universal Service Fund (USF), which is administered and managed by the Communications Authority of Kenya (CA). The primary objective of the Fund is to facilitate the widespread availability of Information and Communication Technology (ICT) services across the country. Additionally, the Fund aims to promote capacity building and foster innovation in ICT, thereby contributing to the inclusive growth of the sector and bridging the digital divide in Kenya.
